There is a new procurement opportunity from NEFCO - Nefco Green Recovery Program for Ukraine – Danish Contribution
Nefco intends to engage a pool of qualified consultancy firms (“the Consultants”) under a Framework Agreement for consulting services related to “Nefco Green Recovery Program for Ukraine – Danish Contribution” and from which individual assignments can be called off.
The call-off assignments will be related to selection of projects, preparation of a feasibility study and provision of support to the Project Implementation Unit (“PIU”) for the implementation of investment projects in municipalities specified by Nefco. The municipalities are foreseen to be located in all parts of Ukraine.
The new funding, to be provided by the Ministry of Foreign Affairs of Denmark and Impact Fund Denmark, and managed by Nefco, is expected to reach EUR 50 million. This contribution will support a range of municipal reconstruction projects in Ukraine.
The Program aims to mobilise investments implemented by municipalities, or municipally owned organisations, in the following key sectors (“Key Sectors”):
The overall budget of the Program is expected to reach EUR 50,000,000 (exclusive of VAT) of which up to 10% could be expended on Consultancy Services related to the investment activities – either for performance of feasibility studies or for more specialized PIU Consultancy services related to the actual investment and implementation process. Proposed typical project size is in the average range of EUR 1,000,000 – EUR 10,000,000, but not limited depending on identified needs and potential for enhancing energy efficiency improvements, improvement of the social situation, as well as raising its environmental standards. Budgets for individual consultancy assignments are expected to be in the average range of EUR 50,000-500,000 (exclusive of VAT) and depend on the complexity of assignment.
The assignment is expected to start with call-off assignments in November 2025 and last for 41 months.
